This most often occurs when you're sending too much volume in too short of a time relative to your domain's reputation, or your e-mail has been marked as spam by multiple recipients.

Regarding volume, if your account with Microsoft is relatively new or your domain doesn't have a history of sending high volume of e-mail, you may get restricted if there's a new behavior of sending bulk e-mail. The solution is to reduce your daily e-mail quota, then to slowly ramp up your volume over time so that your activity is viewed as organic; this is a process often referred to as warming.

If you've been marked as spam, you'll just need ensure that you're sending content that doesn't give the recipient any reason to mark your e-mail as spam. This generally consists of writing a high quality e-mail that has a prominent unsubscribe link on every e-mail. Writing really good e-mail content is a bit beyond the scope of my expertise, but you can't really stop someone from marking an e-mail as spam, you can only write the best e-mail you can and hope they simply trash it or unsubscribe if they're not interested.
